Use different issue link types to link different levels of the hierarchy

**As a** user
**I want to** be able to specify a different issue link type for each level of my issue hierarchy.

For example, to link level 1 and 2 I want to use the “Parent-Child” issue link but to link level 2 and 3 I want to use the “Hierarchy” issue link type
