Restore support for child issues from filter

There's a setting in Hierarchy:

Show all child issues
If disabled, only child issues that match the filter criteria will be displayed.

This toggle doesn't work. It looks like it's been broken in a recent update.

It's not possible to workaround this using Jira filters because they are not powerful enough unless you have a small, fixed set of issues (in which case, why would you need a plugin?).

Without this function, Hierarchy has no value for my very standard use case - rolling up all work from my projects into top-level epics or initiatives.
